The City of Surrey was experiencing a shortage of fitness instructors and a retention issue. We were hired to help the City understand what the underlying issues were. We found the instructors were well appreciated by the community, but needed more stability, security and income from their work. Their needs reflected the bigger affordability issue of the lower mainland
